A Limited Initial Pilot for 25 Correctional and Detention Agencies
Your Agency Has Been Selected to Participate
Your agency is one of 25 correctional and detention facilities invited to participate in Shield Public Safety Training’s initial Restraint Chair Risk & Readiness Assessment pilot. Agencies were selected using publicly available information, including facility size, leadership responsibility, and relevance to the assessment’s operational focus.
Shield is offering the assessment on a complimentary basis during this pilot so we can refine the assessment, strengthen our review process, and confirm that the resulting analysis provides practical value to correctional leaders. In return, we ask participating agencies to complete the assessment candidly and provide brief feedback on its usefulness.
Participation is limited to the 25 invited agencies because every completed submission receives an individual review, written analysis, and consultation.
About the Assessment
The Restraint Chair Risk & Readiness Assessment is designed to help correctional and detention agencies evaluate current policies, training, equipment, monitoring, documentation, supervision, and quality-assurance practices relating to restraint-chair use.
The assessment is intended to provide an agency-level snapshot of current practices and help identify reported strengths, possible inconsistencies, information gaps, and areas that may warrant additional attention.
Responses should reflect the agency’s actual current practices as accurately as possible.
Every Submission Receives Individual Review
Shield Public Safety Training will individually review each completed agency assessment.
Following our review, the agency will receive a written analysis of its responses identifying reported strengths, areas that may warrant additional attention, and practical issues for agency consideration.
The agency will also receive a 30-minute consultation with Shield to discuss the written analysis, answer questions, and identify potential next steps.
Shield will provide the written analysis within 30 days after receiving a complete agency submission.
The assessment, written analysis, and 30-minute consultation are complimentary for participating agencies.
What Shield Will Provide
Written Assessment Analysis
Shield will review the agency’s submitted responses and prepare an individualized written analysis identifying reported strengths, potential gaps, and areas that may warrant additional review.
Prioritized Findings
The analysis will distinguish higher-priority concerns from longer-term opportunities involving policy, training, equipment, medical monitoring, documentation, supervision, and quality assurance.
30-Minute Consultation
Shield will conduct a focused consultation with the agency to discuss the analysis, clarify significant findings, answer questions, and identify practical next steps.
What the Assessment Evaluates
The assessment examines key areas associated with restraint-chair operations and oversight.
Important Limitations
Shield’s review is a preliminary educational and operational risk-management service based solely on the information submitted by the agency.
It is not legal advice, a legal opinion, a comprehensive compliance audit, medical review, accreditation determination, certification of compliance, or guarantee of any outcome.
Submission of the assessment does not create an attorney-client relationship.
Please do not submit privileged communications, protected medical information, personnel information, litigation materials, detailed security-sensitive information, or incident-specific confidential information.
What Happens After Submission
Submit the Assessment
The agency completes and submits the Restraint Chair Risk & Readiness Assessment.
Individual Review
Shield reviews the responses for reported strengths, possible gaps, inconsistencies, and areas warranting additional attention.
Written Analysis
Within 30 days after receiving a complete submission, Shield prepares and provides an individualized written analysis of the agency’s responses.
Consultation
Shield contacts the agency to arrange its complimentary 30-minute consultation to discuss findings and potential next steps.
Before You Begin
The assessment contains approximately 35 questions and should be completed by someone with sufficient knowledge of the agency’s restraint-chair policies and practices.
If necessary, the person completing the assessment should consult appropriate command, training, medical, supervisory, equipment, or risk-management personnel before submitting the final response.
Please answer based on current agency practice rather than practices the agency intends to implement in the future.
