A Message from the President
Jeb Brown
Welcome to Shield Public Safety Training. I’m honored to lead this organization, which my partner, John G. Peters, Jr., Ph.D., and I founded with a clear mission: to provide public safety professionals with practical, in-depth training on the legal, operational, and organizational challenges they face today.
After more than three decades representing and advising law enforcement agencies, I’ve seen firsthand the difficult decisions officers, supervisors, managers, and executives are expected to make—often under pressure, with incomplete information, and in an environment of changing law, evolving community expectations, and increasingly complex operations.
Too often, training is outdated, overly theoretical, or disconnected from the decisions public safety professionals actually have to make.
Shield was built to change that.
Our programs are designed to be practical, engaging, and immediately useful. We focus on the issues that matter most: emerging legal standards, liability and risk management, policy development, internal and administrative investigations, corrections, disability compliance, supervision and leadership, artificial intelligence, and the changing role of technology in public safety.
Every Shield program is grounded in current law, professional experience, research, and practical application. Our goal is not simply to provide information. It is to help participants understand the issue, apply what they have learned, and make better decisions when they return to their agencies.

Vice President
John G. Peters, Jr., Ph.D.
John G. Peters, Jr., Ph.D. serves as Vice President of Shield Public Safety Training, where he helps develop and oversee Shield’s training programs, works with faculty on program design and delivery, and serves as an instructor. He joined Shield after serving as Executive Director of Americans for Effective Law Enforcement (AELE).
John brings decades of experience in law enforcement, corrections, training, and risk management. He is a former law enforcement administrator, deputy sheriff, and police officer and previously served as an appointed member of the United States Secret Service Defensive Tactics Panel. Throughout his career, he has developed and delivered practical training for law enforcement, corrections, security, and military organizations.
An experienced expert witness, educator, and author, John has more than 360 publications to his credit and has taught undergraduate and graduate courses in criminal justice, business, and communication. He also has extensive experience developing instructional media, including work as a video scriptwriter, producer, director, and editor.
John’s recent professional development includes a significant focus on artificial intelligence and its practical applications. He has completed AI-related programs through the MIT Sloan School of Management and MIT Computer Science and Artificial Intelligence Laboratory (CSAIL), as well as the University of Nevada, Las Vegas. He continues advanced study in AI and leadership to remain current as these fields evolve.
At Shield, John combines operational experience, research, instructional design, and emerging technology to help ensure that programs remain practical, current, and immediately applicable to the public safety professionals we serve.
